Port Arthur was founded by Kansas railroad promoter Arthur E. Stilwell, who in the mid-1890s began platting a deepwater port city on the western shore of Sabine Lake and named it after himself. The Kansas City, Pittsburg and Gulf Railroad reached the site, and by 1899 the British steamer Saint Oswald had arrived to mark the port's opening for seagoing shipping. What secured the city's future, though, was the Spindletop gusher near Beaumont on January 10, 1901 — within two years, Gulf Oil (1901) and Texaco (1902) had built major refineries in Port Arthur, and the town's population jumped from about 900 in 1900 to over 50,000 by 1930.
