Rockport traces its founding to 1867, when Joseph F. Smith joined with Thomas H. Mathis and his cousin J.M. Mathis, agents for the Morgan Steamship Line, to build a shipping wharf on the site. A second wharf followed in 1868 on the north half of town. The community was incorporated by special act of the Texas Legislature on August 13, 1870, and received its city charter on May 29, 1871, the same year Aransas County was organized out of Refugio County with Rockport named the county seat.

The eyewall tore through downtown, destroying entire blocks, severely damaging the Aransas County courthouse, and flattening the Rockport-Fulton High School gymnasium; roughly 20 percent of the city's population was reportedly still displaced from their homes a year later.
